COMMUNIQUE Mauritius Turf Club




Recent amendments to the GRA Act require that the entity applying for and holding the license to
organize horse racing should be a public limited company. As such, the Mauritius Turf Club (MTC)
will no longer be the horse racing organizer per the law and the new entity which will be licensed
shall be the MTC Sports and Leisure Ltd (MTCSL), a public company wholly owned by the MTC. The
Board of directors of MTCSL will comprise of the six elected administrators of the MTC and such
other persons as are necessary in order to comply fully with the legislation in force. The
appointments will be done shortly and the members of the MTC will be kept abreast of all decisions
pertaining to that new entity.


MTCSL has already applied for a license and is awaiting a decision of the GRA
Mindful of its obligations under the law and towards the owners, trainers, employees of the
MTC/MTCSL, all stake holders and the public at large, the MTC/MTCSL will comply with the GRA’s
request to publish the MTC Directions for Racing and other documents issued to it by the GRA.
However, the new Board of the MTC has made it clear to the GRA that since these conditions will in
fact affect MTCSL, it will be for the newly constituted Board of MTCSL to take such decisions as it
deems appropriate when it will be fully constituted and operational. The MTC reiterates that,
although it is bound to comply with the Directions of the GRA by virtue of the wide powers granted
to the GRA under the GRA Act, it will continue to ensure that the entity which organizes horse racing
in Mauritius complies with the conditions attached to its affiliation to the IFHA and it shall, whenever
it thinks reasonable to do so, draw the attention of the GRA to any incongruity and/or impracticality
rendering the enforcement of any directive unreasonable, impracticable or contrary to international
best practice.


The new Board of the MTC and its wholly owned entity, the MTCSL, reiterate its sincere wish to work
hand in hand with the Regulator, the GRA, in order to achieve integrity and transparency at all levels
throughout the industry.
